basically there are milions of open source hardware developers in the reions without keeping persopnal interlliectual property is there legal penality for IP violoations cases ? and international opensource agreements ?

I am not sure what your question is, exactly. Do you want to know if there are any known legal cases regarding (infringement on) licenses of OSH initiatives? I do not know of any.
